The locker room conversation about breasts

The gymReport: substantiatedPioneer Press / InForumReported Jul 30, 2026

A now-retired female deputy chief told her attorney, former acting U.S. Attorney Joe Thompson, that the mayor approached her in the police department locker room while she was changing, asked whether her own breasts were too big, and then commented on the deputy chief’s. The two women did not know each other personally. Thompson said the encounter left her uncomfortable and factored into her decision to retire. Finding Six of the report substantiated “offensive and inappropriate behavior with two female City employees.” One conversation, on January 14, was corroborated by a text the employee sent a friend the same day. The other, in the police gym locker room in February, investigators called “more of a close call” but “more likely than not.” The mayor denies discussing her breasts; she told investigators the women were talking about how bodies change with age.

It wasn’t like bawdy humor with a friend you have a very close relationship with.
Source: Joe Thompson, attorney for the retired deputy chief, to the St. Paul Pioneer Press, July 2026. The deputy chief has asked not to be publicly named. Outcome: Resolute Law LLC, Report of Investigation, Finding Six.

Where things stand: the city’s outside investigation did not substantiate sexual harassment or retaliation. The police chief’s lawsuit is pending and its claims are allegations. Mayor Her has apologized for crossing lines and says she will vigorously defend against the suit.
